Growth meets regulation in Navitas Sub-Saharan Africa region

Sub-Saharan Africa (SSA) remains one of the most important global growth regions for international education. With a population of over 1.2 billion (expected to exceed 2.1 billion by 2050) and a median age under 20, SSA will account for up to 40% of the world’s youth population by 2030. This demographic shift continues to drive strong demand for international education, supported by rising middle-income aspirations and increasing digital adoption.

Key markets across the region are showing positive momentum:

  • East Africa, led by Kenya, Tanzania, and Uganda, continues to deliver steady growth driven by a young population and increasing demand for education.
  • West Africa, particularly Nigeria, remains a high-volume outbound market, with resilient demand despite foreign exchange challenges. Ghana continues to provide stability and consistency.
  • South Africa remains a mature and strategic market, while Zambia and Zimbabwe are showing renewed activity.
  • Emerging markets such as Rwanda, Ethiopia, and Mozambique present strong long-term potential.

At the same time, major study destinations are tightening visa and compliance frameworks. The UK is moving toward a more data-driven system, with increased focus on visa refusal rates, enrolment conversion, and course completion. Australia’s GS requirement and AL continue to emphasise student credibility and risk profiling. Canada has introduced caps, higher financial requirements, and stricter controls through the PAL process. Across all three destinations, the direction is clear: greater selectivity and a stronger focus on quality applicants.

As a result, there is growing interest in alternative destinations such as Germany, Dubai, and emerging regional options like Indonesia, offering flexibility and new pathways for students.

Overall, the global environment is shifting toward quality over quantity. For agents, this means focusing on well-prepared students, strong documentation, and genuine study intent. SSA remains a high-growth region, and those who prioritise compliance and quality will continue to see strong outcomes.
