Navitas Expands North American Advisory Team

Two prominent educators with extensive public policy experience have joined Navitas North America. Dr. James Applegate and Dr. Edward Elmendorf have been appointed as Senior Academic Advisors. Both bring deep expertise in higher education with decades of experience in both the public and private sectors.
Applegate has spent his career focused on developing policies to increase college access and success particularly for underserved groups. He currently is a visiting professor in the Center for Education Policy at Illinois State University and previously served as the Executive Director for the Illinois Board of Higher Education. In that role, Applegate led a $2 billion higher education enterprise designed to dramatically increase college attainment, improve college affordability and close opportunity gaps in Illinois. He also served as Vice President and head of grant-making for the Lumina Foundation where he developed new approaches to support increased degree production, fairness, and productivity in higher education. He received his doctorate from the University of Illinois. Additionally, he served as President of the National Communication Association, the world’s largest association of communication scholars.
Elmendorf’s extensive background in higher education includes serving as Senior Vice President for Government Relations and Policy Analysis for the American Association of State Colleges and Universities, his tenure as president of Johnson State University in Vermont, and his appointment by President Reagan as Assistant Secretary for Postsecondary Education at the U.S. Department of Education. He represented the U. S. Department of Education as a commissioner for the U.S.-Japan Friendship Commission and at the Organization for Economic Co-operation and Development. Elmendorf also served on the Board of Directors of the National Association of College and University Business Officers and the public policy committee of the American Society of Association Executives. Elmendorf served in the U.S. Navy as an intelligence officer. He received his doctorate in higher education administration from the University of Massachusetts.
For more than two decades, Navitas has partnered with institutions across the globe to achieve sustainable growth by cultivating more diverse and internationalized campus communities.
